The United Nations Programme of Action on the Sustainable Development of Small Island Developing States, also known as the Barbados Programme of Action (BPOA), was created in 1994 at the first Global Conference on the Sustainable Development of Small Island Developing States (SIDS), which was held in Barbados. The BPOA developed specific actions and measures in support of the SIDS' sustainable development. These actions were deigned to be implemented at the national, regional and international levels. The methods for action created by the BPOA were designed to be undertaken by SIDS with the cooperation and assistance of the international community.1

In 1992, Agenda 21 was adopted by the world community at the United Nations Conference on Environment and Development. Agenda 21 "reflects a global consensus and political commitment at the highest level on development and environment cooperation." The 1994 Global Conference on the Sustainable Development of Small Island Developing States held in Barbados was the first global conference on sustainable development and the implementation of Agenda 21, translating Agenda 21 into specific policies.2
Based on SIDS' vulnerability to climate change and sea-level rise, the BPOA identified 14 agreed priority areas and indicated a number of actions and policies related to environmental and development planning that should be undertaken by SIDS, with the cooperation and assistance of the international community. To implement those actions successfully, several cross-sectoral areas were identified, such as "capacity-building, including human resource development; institutional development at the national, regional and international levels; cooperation in the transfer of environmentally sound technologies; trade and economic diversification; and finance."3
In 2005, the UN held a meeting in Mauritius to review implementation of the BPOA and refine it as necessary. The meeting determined that implementation of the action plan had been less than satisfactory. The 14 priority areas where expanded and modified to 20 areas. The new, updated plan was dubbed the Mauritius Strategy.4
